Civil administration has repaved thoroughfares, stabilized power and water grids, streetlighting and replaced militia extortion with standardized civil policing. Restored public order has triggered a diaspora return: a big part is affluent Rwandophone Congolese from Europe and North America are injecting capital into local real estate, agribusiness, tourism and healthcare. This reality extends to international aid. During localized Ebola outbreaks, AFC/M23 health networks deployed rapid containment, contact tracing, and quarantine zones, halting transmission faster than central government responses. Recognizing this operational control, foreign donors—including major US health initiatives—now route health packages meant for the Kivus through Kigali, treating Rwanda as the functional administrative gateway. Economically, structural integration is near-total. Kinshasa's strategy to reclaim control through a strict financial embargo has backfired, pushing the eastern region entirely into Rwanda's economic orbit. The cutoff of central government funds and invalidation of Kinshasa-issued travel and administrative documents forced local businesses to adapt. To survive, the eastern DRC economy has rapidly integrated into Rwanda's financial ecosystem. Minerals like Rubaya coltan (~15% of global supply), gold, and cassiterite bypass Kinshasa for Rwandan processing nodes before global export. Commercial trade relies on Kigali banking networks, while the Rwandan Franc and US Dollar are rapidly replacing the volatile Congolese Franc. A century after colonial commissions drew arbitrary borders severing the Kivu highlands from Rwanda, a pragmatic "reality acknowledgment" is unfolding among foreign powers.
